Main Command Post

The main CP consists of those staff activities involved in sustaining current operations and plans for future operations.

The focal point for these operations is the tactical operations center. Within the TOC, staff activities are grouped functionally into elements or cells.

Besides the Chief of the Staff, the main CP consists of G1, G2, G3 and G4 elements; fire support and chemical elements, ... etc.

Joint/Combined Commander’s Responsibilities

1. Maintain security of his command and protect his assigned area of responsibility.

2. Maintain preparedness to carry out assigned missions.

3. Carry out assigned missions.

4. Assign tasks and direct coordinations to ensure unity of effort.

5. Communicate with services, minister of defence and subordinate elements.

Joint/Combined Commander’s Authority

1. Give authoritative direction for logistics and joint training.

2. Prescribe the chain of command.

3. Organize his command and its forces.

4. Employ forces.

5. Assign command functions.

6. Select commanders and staff.

Exercise of Joint/Combined Command

1. Set overall strategy. The Joint/Combined Command determines objectives to be accomplished by his forces.

2. Assign missions and tasks. The Joint/Combined Commander assigns missions and tasks to subordinate commanders.

3. Define rules of engagement. The Joint/Combined Commander establishes and disseminates rules of engagement.

4. Allocate resources and forces. The Joint/Combined Commander apportions available forces and resources to subordinate commanders for them to use in accomplishing their missions. If required, the commander will set priorities for mission accomplishment and logistics support.

5. Ensure communications equipment is interoperable, redundant and complemented by standardized formats and procedures. Additionally, ensure communication means parallel the chain of the command to facilitate the dissemination of operations orders.

6. Ensure all operations and operational plans logistically supportable. Operations must not be unduly hampered by inadequate or inefficient realistic logistic. Conversely operations/operational plans must be developed on realistic logistic concepts.

7. Delegate necessary decision making authority to the point of action. The commander on the scene must be able to make instantaneous decisions in order to accomplish his mission and protect his command. Unnecessary requirements to consult with higher authorities relative to current actions stifle the ability of the commander on the scene to make timely decisions.

8. Apply the principles of war – his strengths against enemy weakness.

Command Less Operational Command Includes Five Major Elements of Authority of the Military Department Commanders.

1. Internal administration and discipline.

2. Training in own service doctrine, techniques, and tactical methods.

3. Logistic support of own forces.

4. Service intelligence matters.

5. Designation of specific elements to meet operational requirements of a joint forces commander.
